A Google Sheet cannot tell that the room is already taken.
Most organisations start with a spreadsheet, a form and a calendar. All of them accept bookings; none of them refuses a double booking.
Two people, one slot
A shared spreadsheet lets two people write the same room and time. The clash is only found at the door.
A form that never checks
Google Forms accepts every answer. Someone reads them one by one to find out whether that time was already taken.

Calendars need accounts and sharing. People cannot see free slots from their phone, so they ask in the group chat.
